@DonnaandJ @theJeremyVine Why should the playing field be level when risk isn't the same? Drivers are (mostly) tested, licensed and insured because the risk we pose (I'm one too) is massively greater than someone on a bike. Licensing for bikes isn't about safety, but about punishment of the different.
